From February 2011, Makerere University underwent some reforms which ushered in a college system of administration, thereby effectively replacing Faculties with Colleges. The re-organization of the University system of administration led to mergers, abolitions, renaming or formation of some new units all together.

In the College of Education and External Studies (CEES), this process witnessed dissolution of the former department of Community Education and Extra-Mural Studies (CEEMS) and the emergence of a reconceptualised unit called the Centre for Lifelong Learning (CLL), which inherited the non-academic programmes and structures of the dissolved department of CEEMS.
